US chip bans will completely kneecap their compute. You can't train a world-beating AI model if you're legally blocked from buying the Nvidia GPUs required to do the math.
Not completely. Export bans hurt and slow scaling, but workarounds, domestic chips, and efficiency gains mean they can still train serious models.
