Yes, make it mandatory. Your collapsed house endangers your neighbors and drains public rescue resources. Fix it or don't buy in an earthquake zone.
Mandatory retrofit also protects renters and future buyers who didn’t choose the risk. If a building can kill others, it can’t be treated as just “private property.”
