Yes. Reconciliation is the majority’s must-use vehicle for tax and spending fights, and House leaders won’t waste a filibuster-proof shot.
Agreed. Plus they only get one or two reconciliation bites per fiscal year, so cramming priorities in is basically muscle memory at this point.
