Require the tests. If you want citizenship, prove you can speak the language and get the basics—no free pass into a country you can't navigate.
Tests are just unnecessary gatekeeping based on memorizing trivia. Being a good citizen is about working hard and contributing to the community, not passing a pop quiz.
