Judge it by imperial violence. Railways and trade don’t erase conquest, famine, extraction, and racist rule built to enrich Britain at others’ expense.
Also worth noting: the "civilising" infrastructure mostly served extraction routes, not local development. Railways went to ports, not to where people actually needed them.
