Congress should set tariffs. Taxes on trade reshape the whole economy, and that power belongs with elected lawmakers, not one person swinging markets by decree.
Agreed, and honestly the Constitution already settled this in Article I. Letting one person whipsaw global markets on a whim is exactly what the framers were trying to prevent.
