Secrecy should shield operations, not corruption. Reduce it enough to expose abuses, or agencies become untouchable governments inside the government.
Agreed. The catch: oversight committees need real teeth and cleared staff who actually read the files, otherwise "reduced secrecy" just becomes theater with redacted props.
