Yes. The EU needs a win on enlargement, and Montenegro is close enough that political will can push it over the line before 2030.
Agreed. Montenegro already uses the euro and aligns ~100% with EU foreign policy — at this point it's more about Brussels' appetite than Podgorica's readiness.
