Mandates by 2035 sound bold but ignore grid capacity, mineral supply, and affordability. Heavy incentives get you 80% of the way there without forcing people who can't afford an EV into a corner.
Incentives won't force the infrastructure buildout needed. No ban lets reality set the pace without punishing the poor.
